Job Description

The Iowa Utilities Board is seeking a law clerk to fill a non-contract and non-merit covered position in its Regulatory Law Bureau. Applicants must be enrolled in an accredited School of Law. The law clerk will assist in providing advice and counsel to staff and to the three-member Board. Generally speaking, the duties of this position include assisting with the review of legal and factual issues in Board dockets and preparation of legal memoranda. The law clerk may also assist with writing proposed decisions and orders for the Board's consideration and assist with the defense of those decisions in judicial review proceedings in state and federal court, including briefing and oral argument. Other responsibilities of this position may include assisting with rulemaking proceedings, general inquiry proceedings, and declaratory order dockets, among others. The position may also occasionally require research regarding laws, policies, orders, and regulations from other state and federal jurisdictions. The successful applicant will work closely with attorneys in the Regulatory Law Bureau, who will serve as coaches and mentors while your knowledge base is built. The successful applicant will have good organizational and analytical skills, problem-solving abilities, and the ability to communicate both orally and in writing.

*Applicants must be willing to work full-time during the summer break and 15-20 hours per week during the school year.

Minimum Qualification Requirements

Applicants for positions in this class must be currently enrolled students in a degree program at an accredited educational institution, as determined by the Iowa Department of Administrative Services – Human Resources Enterprise.
